Announcement on Japan-China Commodities Inspection Co. Ltd. (JCIC)’s Handling Pre-Inspection of Japanese Second-Hand Equipment before Auction

Recently, Japan-China Commodities Inspection Co., Ltd. (JCIC) officially signed the cooperation agreement with the world’s leading second-hand equipment auction house, Ritchie Bros. Auctioneers (RBA). RBA entitled JCIC to enter the RBA equipment storage site to carry out pre-inspection of the second-hand equipment before the auction, which will provide more reliable quality assurance and avoid transaction risk for both buyers and sellers in the second-hand equipment transactions.

In order to facilitate customers to understand the inspection application procedures and considerations therein, relevant contents are hereby announced as follows:
 
I. Inspection Content and Service Object
In accordance with China’s provisions and requirements on pre-inspection of old electromechanical products before shipment, the old electromechanical products shall be pre-inspected in the aspect of safety, environmental friendliness and sanitation.

The buyer, the seller or the broker may apply for pre-inspection before shipment.

II. Time Frame for Pre-inspection Application
2-40 days before auction.

III. Inspection Site
Auctioned Vehicle Storage Yard of RBA, located at Taragai 245-2771, Narita, Chiba Prefecture, Japan. It only takes 40 minutes to drive from JCIC to the inspection site.

IV. Inspection Procedures
Applicant applies for inspection and pre-pays pre-inspection fees.  JCIC carries out pre-inspection and provides inspection report.  Applicant participates in the auction.  The winner applicant in the auction applies for pre-shipment inspection record book in China.  Applicant picks up pre-shipment inspection certificate with the record book.

V. Fees
JCIC shall collect pre-shipment inspection fees in accordance with the unified rate specified by the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China (AQSIQ) (For detailed charges, please visit JCIC’s website at http://www.spvjcic.com.

VI. Delivery of Inspection Certificate
After customer submits the record book of China Inspection Quarantine (CIQ) and settles inspection fees, JCIC will deliver the certificate by express to the applicant within two working days.

VII. Other Considerations
Before bidding for the auctioned equipment, applicant should clearly understand that the equipment to be purchased is allowed to be imported to China and can be recorded by CIQ at first.
